School or Church Structure in Vandalia Park

This structure that looks like the frame outline form of a school or church; notice the bell tower! It still remains a mystery as to what it was and when it was placed there/

I am placing all the photos of this structure here in succession - the one below looks like the construction process of Vandalia Park. As there is absence of the lighthouse.

This one is after construction has been fairly well completed - as the school or church structure looks as if to have solid walls, the lighthouse is in place.

This next one has what looks like the outline of the structure sitting in the grove of trees - but it is just the framing. Was it in the process of being dismantled when this picture was taken?
